吴谦：美方法案无端渲染所谓“中国军事威胁”，粗暴干涉中国内政，严重损害中国主权、安全、发展利益，中国军队对此强烈不满、坚决反对。
美国国防费用在世界主要国家中名列第一，高于其后9个国家军费的总和，约占全球军费开支总额40%。美方一方面加速自身军力发展，强化亚太军力部署，巩固双边军事同盟，拼凑三边安全伙伴关系和“四边机制”；另一方面却一再拿中国说事，炒作并不存在的“中国军事威胁”，种种操弄加剧国际社会的阵营对抗和军备竞赛态势，对当前的国际安全体系和全球治理体系造成严重冲击。我们要求美方摒弃过时的旧安全观与零和博弈的冷战思维，客观理性地看待中国、看待中国军力发展，以免陷在霸权迷思中难以自拔。
